How this was measured NOAA counts, for each station and month, the normal number of days whose high reaches 60°F and the number that reach 80°F. Their difference, summed over the twelve months, is the number of days a year with a high between 60°F and 79°F, at the official station of every Census place of 100,000 or more people.
What it cannot tell you A daytime high says nothing about humidity, wind, rain or the night: a 70°F day in a humid city can feel warmer than in a dry one. The band 60-79°F is a measurement chosen here, not a standard of comfort.
